Back in the days (before Build 100) there were not only one Skull Shrine however three different ones that varied in difficulty and yielded worse or better loot than the other. They all had the same sprite and same sprited minions and only varied in size, minion reproduction, damage and loot.
The three Skull Shrine variants varied greatly in loot (yet to be added) and the strongest of them was considered too overpowered for most players.

The behaviors for each of the Skull Shrines and their minions will be broken down in three parts to keep it somewhat comprehensible.
Lesser Skull Shrine:
The Lesser Skull Shrine will not move once spawned, and is arguable one of the easiest event encounters in the game (keep the time period in mind. ~2010). It will reproduce a maximum of 10 minions, where those 10 minions are a mix of Lesser Red & Blue Flaming Skulls.
The Lesser Skull Shrine will shoot a burst of 5
projectiles at the player every 2
seconds, while the Lesser Flaming Skulls will “protect” the Lesser Skull Shrine by staying at most 3 tiles close to it while they wander with a speed of 0.5
and shoot a single projectile at the player every 2
seconds.

The Lesser, Regular and Greater Skull Shrines were all scrapped sometime around Build 100, and the Greater Skull Shrine was turned into the Skull Shrine that we have today.
