Chases players while firing four oscillating streams of black bullets around itself. When initiating combat, it will also deploy a stationary blue portal that temporarily acts as an invincible turret, attacking with a 3-armed spiral of blue shots.

As a ranged character, you can attack him from far away, but as a melee character, only attack him when he is not shooting projectiles in your direction.
Be sure not to sit on the portal he spawns. You will take 495 damage every time it shoots.
